Our Mission & Vision
Established in 1978, Immigration Counseling Service (ICS) is Oregon’s oldest independent nonprofit immigration law firm, with offices in Hood River and Portland, as well as monthly legal clinics in Central Oregon and the Willamette Valley.
Our mission is to achieve equity and justice for immigrants and their families by providing accessible services to uphold their legal rights. Through deliberate and direct engagement, ICS brings the voices and experiences of immigrants to the decision-making table. We honor and respect the contributions made by immigrants to keep our economy strong and our communities vibrant. The ultimate impact of our work is stronger, more caring, and more inclusive communities where all individuals are valued regardless of immigration status.
History
When ICS was founded in 1978, lower income individuals who needed counsel and representation with immigration matters had absolutely no where to turn for help. What began as a grassroots effort was championed and nurtured by long-time immigrant advocate, Margaret Godfrey. Over the years, ICS has provided legal assistance to many thousands of individuals from more than 100 countries around the world. ICS carries on Margaret’s legacy, remaining dedicated to ensuring that anyone with an immigration matter has a place to come for help.
