Press Release: Classes for Aspiring U.S. Citizens Ended
Frank Garcia, Executive Director of Immigration Counseling Service (ICS), issued the following statement in response to the federal government’s immediate termination of citizenship education services:
“On March 27, 2025, Immigration Counseling Service (ICS) received a notice that a federal grant from U.S. Citizenship and Immigration Services (USCIS) was terminated, effective immediately.
“This program was the start of a three-year effort to expand citizenship education services, especially in historically underserved areas of rural Oregon. It has been shown time and time again that helping immigrants achieve citizenship is a positive for the individual and the communities where they live. This is a major loss—not just for rural immigrants but for Oregon as a whole.
“This notice follows the termination of ICS’s Unaccompanied Children Program, as well as a flurry of Trump Administration executive orders dehumanizing immigrants and endangering long-standing legal migration pathways. The administration is clearly trying to intimidate immigrant communities and immigration legal service providers like ICS.
“However, federal funding cuts will not stop us from defending the fundamental human and constitutional rights of our immigrant neighbors. We will need grassroots support to continue this critical work. We call on local leaders and representatives to rise to this challenge, protect local organizations from these relentless federal attacks, and invest resources to defend vulnerable immigrant communities today.”
