Dear Friends of ICS,
In 2023, ICS celebrated our 45th anniversary of achieving equity and justice for our immigrant and refugee neighbors in Oregon and southwest Washington. Our advocacy and accessible legal services have endured a long road of progress and obstacles. Our work—and our world—have been immeasurably shaped by decades of global conflicts, racial injustice, climate change, and pandemics.
Throughout these tumultuous years, the team at ICS has risen to the challenge time and time again to provide life-changing legal support. We’ve worked tirelessly on behalf of immigrants in danger of deportation, asylum seekers fleeing persecution, families trying to reunify across borders, DACAistas, unaccompanied children, LGBTQIA+ immigrants, and survivors of human trafficking and other serious crimes.
ICS has worked to uphold Oregon’s status as the nation’s first Sanctuary State since it was first enacted in 1987. We have achieved access to driver’s licenses and state tuition equity for undocumented Oregonians. Immigrants facing deportation in Oregon now have a right to pro-bono universal representation, a major advancement in immigrant rights that is now being replicated across the country. And in 2023, Oregon became one of six states to offer health care coverage to all eligible residents regardless of their immigration status.
For 45 years more, we are dedicated to building justice, every day, despite whatever challenges may arise. We would not be where we are today without our staff, board members, community partners, donors, and avid allies. Thank you for everything you have done to make this work possible.

Impact of Giving
Your gift to ICS will go to the area of greatest need for the organization. This includes the salaries of the lawyers and paralegals that provide direct services to clients, as well as other team members who support this mission. Your donation also helps us cover the exorbitant court fees that our clients face but are unable to pay out of pocket. Gifts also help us keep our office running so that we always have a safe and confidential space for our clients. Explore the impact of your gift below:

$350 | ICS secures a U.S. passport for a client, allowing them to travel to reunite with family, secure federal benefits, and/or become eligible for certain jobs |
$400 | ICS supports a client's family visa petition, which keeps a family together or reunites family members seperated by a border |
$500-1,000 | ICS files a citizenship application for a lawful permanet resident, enabling them to complete their citinzenship journey |
$1,000-5,000 | ICS adjusts a client's resident status from temporary to permanent, allowing them to have a more stable legal status as an immigrant |
$5,000-10,000 | ICS provides legal representatio and covers filing fees for 5 unaccompanied children who were detained at the border without a parent or guardian |
$10,000-15,000 | ICS's legal team is able to travel to rural areas throughout Oregon and southwest Washington for one year, allowing our mobile legal clinics to reach the most vulnerable immigrants who are unable to access services in Portland |
$15,000-25,000 | ICS provides legal guidance and services to 10 survivors of human trafficking and other crime, including filing visa applications |
$25,000-50,000 | ICS provides 5 people fleeing persecution with legal representation in asylum proceedings, including necessary psychological assessments |
$50,000+ | ICS provides legal defense and representation for 15 individuals facing deportation, including assisting them with aylum support and other claims for relief |
